Problem with MoveTo Method

I am trying to remove the _ from the file names in a folder full of jpgs. My code does not give an error but it does not work either.

Does the ASPNET account have permissions to write to the directory?  Would have to have modify rights if I am not mistaken as move is going to be a creation (write) and a deletion in terms of rights for all intensive purposes.

Also to be appropriate for Windows:
C:\Inetpub\wwwroot\FIXPIC/temp ==> C:\Inetpub\wwwroot\FIXPIC\temp

How would I check the permissions.  The folder is in localhost and I do not get an error saying there is no permission.

This may be a good reference:

But IIRC, I typically set "this folder" NTFS permissions to traverse files and folders a root drive (e.g., C: in your case) and then set read permissions to inetpub and then add modify permissions to the folder which the files are to be written/renamed.

That's what I keep trying todo, but every time I take out read only windows puts it back.

That comes from root C:.  By the way, it is a very good practice to run IIS from a different location than C:\Inetpub and I typically move to a different volume like D: where can set the permissions more aggressively without worrying about changing the security set for WIndows OS partition; therefore, venture down this path with caution.
