Membership.CreateUser("UserName", "Password") giving Exception

Hi
              i am builting a Secuire Web-Applicaion in Framework2.0 with SqlServer2000

             there are two section in application 1. Administrator and 2. User

Only Administrator can create user (no other body can signUp) , But the method of Membership class giving an exception


in   web.config file

now the requirement of creating new users is varying dynamically

in my   CreateNewUser.aspx.cs file

giving the following exception

"     The password-answer supplied is invalid.  "
