Failed to run EXE files built with .Net Framwork . "The application failed to initialize properly (0xc000007b)"

I have VS2005 installed on my system. I wrote a simple vb.net application with test form. I built the application successfully. However when I try to run the executable file on my PC i get the following error:
  (on another PC it works properly)
"Application Failed to initialize correctly(0xC000007b).Click OK to terminate the application".
I have tried :
- reinstalling .net Framework 2.0
- repair VS2005
- Disabling the antivirus
- Check disk
- Repair OS (windows xp Proffessional)
but still the error persists.

"I can't run any .net application"
