Using VB.Net 2005 web service takes a long time on the first method call

I am using a simple VB.Net 2005 web service.  Here is a snippet of how the web service is called:

mobjWebService = New AppData.eData
mobjWebService.Url = Settings.strWebServiceDataURL
mobjWebService.Test()

This first method call on the web service may take up to 15-20 seconds.  All subsequent calls to any method on the web service are very fast.  Why does it take so long to make the first call?

I tried using a technique I found on the web:
Dim proxyObject As WebProxy = New WebProxy(Settings.strWebServiceDataURL, True)
mobjWebService.Proxy = proxyObject

But this won't work with https.  I get this error:
ServicePointManager does not support proxies of https scheme

So this does not appear to be a solution.

Any help would be appreciated
