Building a Pre-Populated Dropdownlist Web Control

I build a lot of asp.net web applications that have customer information fields like Address, City, State, Country.  I would like to build some custom dropdownlists that when I drag onto my current project will have all of the items pre-populated.  For example, I'd like to drag a "State" dropdownlist onto my form that is prefilled with all of the states for the selected country.  The items do not need to come from a database.

You need to create them as server controls
