System.Web.Namespace is underlined. It says doesn't contain any public member or cannot be found.

Question
HttpContext not declared
I declare a session varaible in nav.vb file. When I try and referance it in the Constants.vb page the HttpContext is underlined. The error message says “HttpContext not declared”. Can someone tell me how to fix this?
I'm creating this web application in Visual Studio 2.0. An example of the code is below:
