This is very generic error in .NET. Whenever you try to access any property or method of an object without instantiating it, you will get this error.

Dim smtp As System.Web.Mail.SmtpMail 'Dont do NEW SmtpMail object
smtp.SmtpServer = "yourserver"
Dim mymail As New System.Web.Mail.MailMessag
mymail.To = "dest"
mymail.Subject = ""
mymail.From = "sender"
mymail.BodyFormat = Mail.MailFormat.Text
mymail.Body = "the body"
smtp.Send(mymail)
