DropDownList with GridView, Problem with SQL Command

Hi Experts,
I have two DropDownList controling the gridview. Each DropDownList has its own items and an option called "ALL" (value is ""). I want to click ALL to set no filter ans select everything. Hoever, sometimes one DropDownList is ALL, another one has its specific value. So I came up following idea and wrote the code for each DropDownList:

If both DropDownList have "" value, then select everything
Elseif DropDownList1="" then select everything where value=DropDownList2
Elseif DropDownList2="" then select everything where value=DropDownList1
Endif

When I have both DropDownList with "ALL" ("" value), everything goes soomthly. Without changing the value in second DropDownList (ALL), change the option in first one from ALL to a specific value, there is no any data. If I click around a little bit, it works. It's unstable.

Is that because of "AccessDataSourceGridView.SelectParameters.Clear() "?
Can anyone please take a close look on my SQL command. Thanks!
