I am in the early stages of designing a new system.  Its a fairly simple one, and it includes pages intended for use only by the general public and others that are only for admins.  

Im programming this site in Visual Studio 2005 + VB.NET and I am using user controls to modify things like side content and the navigational structure depending on whether the user is anonymous or an admin.

Now heres the interesting part: what are the best practices around modifying site content when the content and visibility of the user controls varies?  Is it better to call functions in the master file from the individual pages (like createAdminNav() or createUserNav() which would draw different navigation user controls), or is it best to have something like nested master files?

I could naturally have two different master files, one for admins and one for users, but there is too much similar content in the master file to justify doing that.

Id appreciate any further insight into the matter.
