Login failed for user 'MACHINE NAME\IUSR_MACHINE NAME' When running from IIS on Windows Server 2003 when using IP

I am getting the error:

Server Error in '/' Application.

When attempting to login using an asp.net login control on a website I have migrated (dot net 3.5).
It runs fine from the url http://localhost:2050/reporting/default.aspx.
when I launch it from Visual Web Developer 2008 in debug mode.
However, when I run it from the IP set for the server under the WebSite tab (10.64.9.6)
I get to the login control, and after trying to authenticate, I get the following error screen:

I am not sure what to check now.   I am guessing it is a permissions issue?
I have successfully set up the aspnetdb using the commandline utility that launches the wizard on a sql server 2000 box in it's own database.  I am new to this, and am not sure what's causing the hangup when navigating to the IP externally or on the same box.  Thanks in advance for your assistance.
