Charting object or code that can display an graph

Hi

I need some help from the experts please

Looking for a chart  object / code that display values againts time HH:MM:SS.mmm

These values comes from encoders mounted on a rotating shaft then to an controller and

the data is event date from a recorder stored in MSQL database.
There will be four inputs (2 analog values and 2 digital inputs).
The events must be displayed linear on a time scale.
 other functions are
Zoom in/out and pan forward and back on the time axis.
This information must be displayed on a web page.
