I'd like it to be a three column list of my navigation items, starting with direct descendants of the root, and up to 2 of their children. I know it's not likely I can do this declaritively, and that's okay, but how can I accomplish this?

Scott Mitchell has a good article on this. If your site is fairly static, this approach works.
