get values from a dynamically created dropdown list

i need to grab values from a dropdown list which is created from an XML file

I also have a submit button when I use to get the "value" of the selected item in the dropdown list.

now if I don't check for postback on page load dropdown list is not populated and if check for postback then the list is not populated, in either case I'am not able to grab the "value" of the selected item

how do I fix this?

note: dropdown list is populated from an xml file
