Where is Web Site Administration Tool in VS 2008?

I have visual studio 2008 loaded locally working on a site on a 2003 sever (remotely).  I cannot find the asp.net configuration menu item under WESITE and thus cannot find Web Site Administration Tool.  What am I missing?

There is no icon there for it.   I know there should be.

Maybe because you are loading the web site project from a remote site?

Can you use Remote Desktop Connection to log into the remote server and then load the web site project with VS 2008 to see if you can see the configuration tool?
