I wouldn't say it explains it fully, but I can tell you that the problem is this particular part of line 356:
<%= trim(cint(intSearchType)) %>
That is a server tag and is supposed to be parsed and substituted with whatever the result of trim(cint(intSearchType)) is. The server tag you see above is not accepted for the encodeURI method. Most likely this server tag is contained within some sort of datagrid or repeater where the tag would not be parsed and you would have find an alternate (and probably easier) method of encoding the URI.
