Is there anything that all of the other myriad of CMS applications don't do that you need? If so it would probably be best to post a request on the respective forums and get the functionality added to them instead of trying to write your own. Trying to write another CMS is akin to trying to write an alternative to MS Office. You'd be up against some big players. Many commericial ones as well as Open Source ones.
