It is a dynamic site and will contain dynamic and static text but the area like Latest news requires updates often.
I would like to hear your suggestion about these 2 methods(any sample?).

If your template of the "Latest news" , "Announcements" goin to be the same for quite a long period of time but requires updates often then you can store the contents in the DataBase and you can modify your contents in the back end instead disturbing the page content daily ,
If all the above mentioned conditions fails in your case then have your text as a static test in .aspx page

If it requires updates often then have the info's in Database , because you can update all your information from the DataBase , else have it as a static page.
Among this handling this contents as static text is much advisable, which doesn't require any DB hits and more over Editing is handy and straight forward , i always recommend the Second option
