VB .NET Web application using privileged functions

I'm new to developing vb .net web application.

I would like to write a web application that sets a registry key on the client upon clicking a button (or execute other priviliged commands on the client)

Is this possible in VB .NET?
If so - how do I do this? Do I need to use code signing/trusting?
Do I need to write an ActiveX control?
