ASP.NET VB - Convert User Control to HTML

I have a situation where I am making an ajax request that will load a user control.  I know how to load the control dynamically, but once I have it loaded how do I convert it to html?

Currently as can be seen below I am placing the control into a panel and the aspx page with the panel is being returned.

I would like to convert the control to HTML and then do a response.write to write the html for the control to a blank page and have that be the response to the ajax request.
