The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? I am running into the "Unhandled exception has occurred in your application" error from one of my pcs that is trying to run a server-based application.  My PC is Windows XP with .NET 2.0 Framework installed.  I have attached the detailed error code.  How do I fix the problem?
