Microsoft is extremely adept at providing programming environments and platforms that offer ease of use to developers. If rapid development is your primary focus, then it is most likely that Microsoft's solutions will continue to offer you the best answer, at least for the short-term.
There are many other reasons to consider Linux-based offerings, such as licensing or legal issues, open source, broad access to a developer community, improved security and accountability, faster development of fixes, price, etc., but these are a different thing.
Unless you're already solidly engaged in development on Linux (not just Perl or PHP), then it's likely you'll continue to prefer a Microsoft-based platform, be it Flash or WPF. This is an area where a commercial model continues to provide many advantages that are important to developers.
If it sounds like there's substantial room for a Linux based offering to remain competitive, please expand on what it is you're looking for, or that would sway your decision.
