Unless you want to calculate it in a subreport, there is no way to get it to show in the group header.
What is the formula, perhaps it can be modified so it can be used in summary function.

The problem is I need to total at 2 different group levels and I would liketo have it show in the group header. Sum function will not work, is there a way to do this?

I actually figured out a way to make this work.
I had never used the add command more than once in a report, but that is what I did this time. I created one sql command for the main data. Then I created a second sql command for the total hours, then one for the detail hours. So each command added is treated as a file so they can all be linked together. By doing this now all of the fields for the calculated amount are in essentiallly the same record, so the calculated field can be summed. This seems to work.
