Install the framework on C
create your projects so they point to the f drive, make sure that your IIS web site is set up to point to the f drive also

Tried to Browse the folder location but it would not let me specify an alternate site. Ended up creating a new web site using IIS and then the Browse worked. Looks like a sequencing issue.
Ghornet your comment pointed me in the right direction but can you tell me if it is really necessary to set up the IIS web site before pointing projects to F? Just would like to know if I missed something for the future.

When you create new projects, don't pick the default location that IDE gives you. Browse to the folder location where you want the projects to be created.
