I don't know that this is possible with the windows server O/S. It kind of contradicts the design that servers are to always be available. Does it really use that much power? iew/Auto-S hutdown-Ge nius.html
Should you want to pursue this, you might want to consider 3rd party software. A quick search revealed one such app:

Keep in mind you will not be able to wake up the server with the VPN connections.
