Setup Deployment - Cannot Add Shortcut Icon

I have a setup and deployment project and I am trying to add an icon to the exe's shortcut .

I have added my icon to the project by importing it into a folder I called images and then I highlight the shortcut which brings up the properties of the shortcut in the properties window.

One of the properties is Icon. I click the browse option in the Icon property. This brings up the Icon Browse dialog. From the Browse dialog I navigate to my icon in the images folder, I highlight it and click OK.

This brings me back to the Icon dialog (so far so good). In the Icon dialog I can see my Icon image, however underneath the Icon is a zero. I don't know if that is significant or not.

When I click Ok from the Icon dialog box I return to the properties screen where I began except the Icon property is still empty.

I've done this heaps of times in a regular project, adding Icons is extremely straight froward. So I KNOW I am clicking all the right buttons but for some reason it doesn't seem to be using my icon.

I have even used a MS Icon (services.ico) just to make sure there wasn't something wrong with mine. I get the same results with that icon as I do with mine. It just doesn't use it.

Any ideas on why adding an icon is not working the Setup and Deployment project?
