Dynamicly Adding Controls and RequiredFieldValidators

I'm trying to dynamically add checkboxlists and requiredfieldvalidators(RFV) to a placeholder on a page through code.  Everything works fine other than the "ControlToValidate" property of the RFV.  Can you help??

I receive the following error:
Control 'cbl_2' referenced by the ControlToValidate property of '' cannot be validated.

it is because you cant use a required field validator on checkboxes

you could never tell if a value has been set or not, it is either true or false,on or off.... are you trying to make them check it before they can go on?  Like an accept the terms kind of box

Well the code loops through a Checkbox list of Sites.  If the site is checked, it then creates another checkboxlist dynamically that contains the categories for that site.  I want to validate that at least one checkbox has been checked per category checkboxlist.  Make sense?
