I have a form in .net 2.0 where i want to have a context menu control that behaves exactly like the Windows "Start > Programs" menu. It's seems to be like a standard context menu but that also supports hidden menu item that haven't been used in a while using 2 small downward-pointing arrows to show those items.
Does such a control exists in the .net framework? I had a look at the "Context Menu Strips" but i could't find any Properties/Methods that enable/disable the disabling of unused menu items.

There is no built in control that supports that.
You will either have to write your own or look for 3rd party controls...
