App domain recycling based on OnAccess virus scan

Hi: I am wondering abt Access scans that are expected not to scan the following folders:
C:\WINDOWS\system32\inetsrv
o        C:\WINDOWS\assembly\GAC_32
o        C:\WINDOWS\Microsoft.NET\Framework\ (this should cover all versions of framework)
.NET Application dir and its subfolders

Apparently a virus can change tha timestamp on any of these files(partculary the web.config in the Application dir from stuff that I read-note user doesnt change any file thru replacement) leading to recycling of the Application domain.

What are the above files for and what does the virus scan really change that causes an application domain recycling?
