VB.net ApplicationFolder defaultlocation

My application is being installed in the Documents and Settings folder on the target PC, I assume because I've not set ApplicationFolder defaultlocation. Where do I find this setting, I've looked in the Project Properties but not found it.

Is this install accomplished by way of an msi file (i.e. did you create a setup project in VS)?
Try

System.Diagnostics.Process.Start

I want to install the app in C:\Program Files - seems logical! I've found a download link for the Windows Installer (Is this also the "MSI Installer"?) on the web. Does Windows Installer also come with VB2008 Express or maybe with the paid for version of VB.net?

I suppose the the other recommended option is to use Install Shield?

Kaufmed: I was using the deployment system which comes as part of VB2008 Express.
With full version of Visual Studio, you get templates for creating setup projects such as MSI or CAB file projects.

My budget suggests I need VS2008 Standard Edition at £244 inc vat, but I notice there are reduced setup features in Standard compared with the complete package, anyone know what the difference in those features might be please? The Microsoft comparison doesn't seem to go into that level of detail.

Cheapest I've found for the Professional version (apart from one listing on the Amazon market place) is £615 inc vat at ecostsoftware.com (maybe that excludes MSDN).

This epinion at http://www.epinions.com/review/Microsoft_Visual_Studio_Std_2008_WIN32_DVD_127_00166/content_465554607748 says:
The biggest differences between Visual Studio 2008 Professional and Visual Studio 2008 Standard is that the standard version has no support for office based solution building, no tools for integrated unit testing, and the smart device development tools are missing.
