Yes, it is possible. Authorization module in ASP.NET iterates through all the rules in order and applies the first one applicable. In this case you posted above user will be allowed.

Looking at the roles you have I see you are trying to allow access to a user for FreeTrial but should have Validated Email correct ?
I would suggest you to create a Seperate Role called FTValidatedEmail then set the roles like below:
<authorization>
<allow roles="FTValidatedEmail " />
<deny users="*"/>
</authorization>
The above should work if I understood your roles properly. Or please provide some more info on your roles.
