how to enable JavaScript in client's browser ?
Mine is a web application. I want to make sure that JavaScript is enabled when my website is accessed.

You can't. It's a security feature. If javascript isn't enabled on the browser your website cannot enable it.
You cannot enable Javascript on browser but you can check and do some action (Notify user to enable or redirect to another page) if its disabled.
