Importing a CSV file

I am trying to import a csv file into a sql server database from a vb.net windows form. here is how I would typically handle using access. Does anyone know how to handle with SQL server? Before any suggests I am unable to use DTS ,bcp,etc. This has to be vb.net select statement.
