A windows application uses app.config (when compiled it becomes <YourExecutableName>.exe.c
A windows service uses app.config (when compiled it becomes <YourServiceName>.exe.conf

You're talking globa.asa, so I assume this is a web application. Don't use global.asax (fyi, global.asa is from classic ASP, it's global.asax in ASP.NET) to store connection strings in an ASP.NET application. Use the web.config instead. Global.asax and web.config can be added using the standard method of adding new files to a Visual Studio project.
