Deploying Jet database file with VS.NET Project (VS.NET Publish)

Want to get some thoughts on this:

I have a time clock project that works with a SQL back-end.  In some environments with less than reliable networks, the SQL server may become unavailable.  Because this is a project meant to keep track of employees clocking in and out, timing and availability is important.

What I want to do is include a Jet database file (Access file) with the project.  The file will be password protected (so the common-skill end user can't get in there and modify their time entries), and will share the exact same structure as the SQL database.  If the SQL server becomes unavailable, the project will store entries in the Jet database until the SQL server is back again.

My question is how is this best accomplished?  I use the "Publish" feature of VS.NET to place the program on a server for users to install and update it.  If I add the file as a resource (which I think is what I want to do), how do I reference the path to create an ADO connection string to the Jet database?  With the Publish feature, the application is run locally but from a pretty messed-up location.  I want to verify that the file will be copied to the local machine, and I want to be able to return the file location to handle connection and updating through code.
