Date format for which ever region to be converted with code into dd-mm-yy string. (Visual Studio 2005 .VB .Net)

I am using Visual Studio 2005 VB .net and I need to know how with code can I get the date format that the system is currently using.

I currently use Now to get the date and assume that my region is Africa so I get the date in a string as year/mm/dd.  I  then break the date portion into month and year for specific storage functions.  The problem is when the regional setting is changed by the user my code than gets the wrong month and year info.

Example of my code:-

DocumentDate = Mid(Now, 9, 2) + "-" + Mid(Now, 6, 2) + "-" +Mid(Now,3,2)        
DocumentMonth = Mid(DocumentDate, 4, 2)
DocumentYear=Mid(DocumentDate, 7, 2)

Basically I am reducing the date to dd-mm-yy , I have been doing this in the past to store the files in the legacy dos format which did not allow long file names etc.

I need a solution where no matter what the region is the date should be returned in dd-mm-yy Eg: 27 June 2007 will be 27-06-07.
