Move 2nd newest file and rename to todays date.

I'm attempting to write a program that will move the second newest file in a given folder (folderbrowser dialog) to another folder (FBD) at a user specified time and rename it to XXX_ddmmyyyy.txt. I'm at a loss for A: How to find the second oldest file and B: How to grab the system time and execute the process.
