Creating a console app from an old batch file

I have a script running in a bat file.  I would like to make this in a vb.net console application..or maybe a winform....either way....I want this script to allow a user to enter an IP address but then not give them any command line capabilities for security reasons.  Just a simple...enter your IP address...and then run the script behind the scences...

Any ideas how to do this...
