I've recently bought a HP DV 3550 EE, with 4 GB of RAM, Windows Vista and 6 MB of Cache. It works really fine with Visual Studio 2008, SQL Server 2008.
Although this is not in market today, with a notebook with 4GB of RAM and a good CPU with at least 4MB of cache would be more than enough.

You need at least 2GB, Dual Core, but of course, 4 GB, Quad core will be better.
I suggest Windows Vista, not XP, to have chance to test all .net capabilities, specially in user interface and security features.
A full monitor size is also desirable (15")
About price, it can be related to brand. Acer laptops use to be cheaper.
