Is it possible to rename a solution?

Yes, click on it and you can rename it

(right-click first and select rename)

see image.  If I right click, I do not see a rename option on the popup menu.  

Nor do I see rename under the File menu.

I don't get it.  What am I missing?

I can't see it under your context menu, but I believe you are clicking on your website name and therefore cannot rename the solution that way.  Are you trying to rename your solution file or your local website name?

The solution. I'm clicking the first item (MyApp99) in the solution explorer.  Is that not the solution name?

It should explicitly say Solution and then the name of your solution.  If you have a green globe with document on the bottom left of it, it's a web site.

yes, I have a green globe with document on the bottom left of it.  So, can I rename that?  It matches the solution name.   I know how to rename the solution file itself.

I do not know the rules here, but I did not try your solution.    I cannot verify that it works.  My way worked and I'm not gonna spend time verifying your way.
