C# DataReader reading incorrect date format: ORA-01843: not a valid month

Some code is returning different date formats on different machines with similar settings.
I'm running the statement: string Start_Date = Convert.ToString(_dtr.GetValue(_dtr.GetOrdinal("Start_Date")));
It returns: "6/13/2007 17:13:19" instead of : "13/6/2007 17:13:19"
I then try to store this date in another table and I get the error: ORA-01843: not a valid month
The value is obtained from a DATE field in an Oracle 9i database via the DataReader object (_dtr).
My Windows regional settings (both Live & Dev) are:
Your locale (location): English (United Kingdom)
Short date format: dd/MM/yyyy
Long date format: dd MMMM yyyy

My Oracle nls_date_format setting (both Live & Dev) is:
dd/mm/yyyy hh24:mi:ss

This problem occured on my development machine so to fixed it by swapping the days and months to make the statement:
"TO_DATE(" + Start_Date + ", 'mm/dd/yyyy hh24:mi:ss')".

I released this on the Live machine, with the fix, and it gave me the error: ORA-01843: not a valid month

How can I make sure that the statement:
Convert.ToString(_dtr.GetValue(_dtr.GetOrdinal("Start_Date")))
returns the same format on any machine?
