Creating custom collection classes

hi,
please advise me and help me out

iam implementing some security in my asp.net web application with windows authentication based on users, groups, roles .
These users, groups and roles information are stored in the oracle database.

my manager asked me to create a collection class and use this as a interface for implementing our own methods like add user, create group, create roles, add users to groups(),add users to roles() etc.......
how to implement this. how to create this collection class. he said a user class contains list of users, group class contains list of groups and users assigned to it and role class contains list of groups that are in that roles, and users. with this information i want to know how to create the collection class. iam totally new to all these concepts. please advise or send me some sample codes or any links to the website. your help would be greatly appreciated.
