Because it is an integralpart of windows you can disable it manually. But remove it completely no.
here is how to manually remove the main core elements.
This involves renaiming lots of things such as directories, then you will have to track down the regestry removing registry keys and rename files. remove the windows updates associated with outlook express. The list is quite exhaustive and not for the inexperienced. Make a backup of the system first.
How to manually remove and reinstall Outlook Express << just dont re-install.
Also IE is associated with outlook express.

Not sure if you have a specific reason for asking a "script"...
But you could remove it from Add/remove programs ... Windows Components ..
