NET Framework 3.5 Redistributable Full Package...is not full!

I would like to install in a pc without internet connection the NET Framework 3.5.
I downloaded the full package from here:
http://download.microsoft.com/download/6/0/f/60fc5854-3cb8-4892-b6db-bd4f42510f28/dotnetfx35.exe

but during the installation it was asking to download others 67 MB.
Then I downloaded also the following full packages, because in the pc I had NET Framework version 1.1:

NET Framework 2.0

NET Framework 2.0 SP1

and I installed them all in the pc without Internet, then I tried again with the full package of 3.5, but it still asks to download others 44 MB...anybody knows the answer? What are these others 44 MB? During the installation is not specified.

Are you running it on a non-english system? it may be trying to download language packs, they are not part of the package.

I'm trying on a SO language Italian.
I downloaded the Italian language pack for 2.0 (already installed) and for 3.0 (to be installed)
I downloaded also the SP1 for 3.0, but the total for these 3 downloads is about 10 MB, not 44...

As soon as possibile I'll try to install them and I'll let you know.

I'm quite sure now that it's the NET Framework 3.0 SP1 which is missing.
I tried the on-line setup and it's just 69 MB
The problem is that I need OFFLINE install, without Internet, the full packege.
Anyone knows where it is?

The really annoying thing is that M$ claim the install you have is a full install.

There are others asking for the same thing here, but no responses

I found this link that claims to be the full offline install, apparently 197meg, but I reckon it is the link you already have.

this leads me to the conclusion that the offline full install, actually is not what it claims.
