You can use tools like FxCop and StyleCop to ensure code quality. To ensure that your Web Application is optimized, you can use various tools like MSFast, YSlow or PageSpeed. These tools will cover majority of the performance bottlenecks. To ensure that you have written optimized Javascript, you can use the tool JSLint. VS give you the opportunity to check your generated HTML code with the Target Schema Validator (see jpg 1). To have it available make sure that the corresponding toolbar is accessible (jpg2).
Nevertheless, it is not enough at all! You won't avoid to install the different browsers you are targetting on a test machine and test your web site. Also, when developping with ASP.Net, if relevant, as you use a given technical solution the documentation warns you that it will works only with a given list of browsers. For example, with ASP.Net 1.1, if I remember well, smart navagation only worked with IE6 and IE7 and it was specified into the different docs.
