This sounds like it could be a priveledges error.

Does the current user have enough user rights to edit the registry

This could be a Code Access Security (CAS) issue...  Are you running the application from a network share (where the exe resides on another server other than the one you're running it from).

If so, we can give you some tricks to modify the CAS settings.

************** JIT Debugging **************
To enable just-in-time (JIT) debugging, the .config file for this
application or computer (machine.config) must have the
jitDebugging value set in the system.windows.forms section.
The application must also be compiled with debugging

</configuration>

When JIT debugging is enabled, any unhandled exception

Well, let's start with a bit of code clean up...

Also, are you running this application from a network shared folder?

   regSubKey =  Registry.CurrentUser.CreateSubKey("MyProgram")
   If Not IsNothing(regSubkey) then
      regSubKey.SetValue("MyValue", "VeryGoodSetting")
   else
      MessageBox.Show("Could not create subkey")
   end if

That's a bit odd... an "unpriviledged user" should be able to create a sub key under Software key...

Try the following:

        Dim regSubkey As Microsoft.Win32.RegistryKey
        regSubkey = Microsoft.Win32.Registry.CurrentUser.CreateSubKey("Software\MyProgram")
        If Not IsNothing(regSubkey) Then
            regSubKey.SetValue("MyValue", "VeryGoodSetting")
            MessageBox.Show("Hooray!")
        Else
            MessageBox.Show("Could not create subkey")
        End If
