Currently when the service is started it makes calls to database using three separate threads and extracts data which is serialized into xml using mulithreading. Is there a way I can specify the start time so that if for any reason the service stops and restarts, it can run at a specified time?

Instead of having the WCF run in the start event for this service you can initiate the WCF service with a Timer.
