How do we make a NOT instruciton in MIPS Assembly Language?

The MIPS hardware does not support a NOT instruction to perform Logical inversion. (ones complimenting)
How can i achieve a NOT operation in MIPS

There is an XOR instruction though ... You can make good use of that ...

Hi

I found reference here:

to being able to implement a synthesized NOT function from the NOR operation.  I'll let you review the details.

There's no MIPS nor instruction afaik.

Take a look at xor instead as I suggested earlier ... The exclusive or (xor) of two bits is 1 if and only if exactly one of the two bits is 1 (and the other is 0). If both of the bits are equal, then the result of the xor is 0.

That depends on what $one contains. What's its value ?

That makes more sense, yes :) XORI needs one more parameter (the target), but I see you got the idea of using XOR to behave like NOT. ie. 'NOT a' is the same as 'a XOR 0xFFFFFFFF' for a 32 bit value a.
