Need program to convert MAC to IP Address

Does anyone have a small program that given a MAC Address, can go out and find the corresponding IP address
if it exists on the network. If not, can you point me in the right direction about how I would go about
writing a small program like this? I need it to work under Windows and not unix.. I already know that there is something called rarp out there. Yes I want to do something similar to this, so if you can point me in the right direction that would be great.
