read a binary file

Hi all!
I want to convert a binary file to a ascii file.
Well, I have some problems reading a binary file...,really I don't know how to read it, The problem if that some times I need to read information catching 1 byte (char), 2 bytes (int)or 4 bytes or 16 bytes because I need to tranlate information that sometimes come as a char, int, hexa, date! . My problem is how can I read the information first byte by byte, after try to read the information catching 2 bytes, 4 bytes and so on!
I need to tranlate a date(it is inside my information!),too, I think it has 4 bytes, isn't it?
So I need to read the information byte by byte, and another sector of the information I have to read catchin 2 or 4 bytes or 16 bytes! I don't know wichh function use fscanf, fread or fgets to read as I want
Please do you have some example or algorithm for this? Over all how to read catching "x" bytes

For example this is the information I'm trying to get:
