XP Pro error:  "The Win 16 Subsystem has insufficient resources to continue running."

I am runnning XP Pro.  I have 1.5 GB of RAM.  
I am a computer programmer.

I maintain a legacy application that uses an old 16-bit compiler (MSVC 1.52).  This is not going to change.  I need to continue to use this complier for this program.

Often things run fine.  The suddenly, I get:
The Win 16 Subsystem has insufficient resources to continue running.  Click on OK, close your applications, and restart your machine.
Sometimes shutting programs down (I tend to have many programs open) helps.  Usually it doesn't.

I seek a solution that will:
- Prevent this error, OR
- Allow me to eliminate this error without rebooting.

I have been dealing with this for a long time.  I still seek the proper solution and understanding.
